Founded in 1976. Established in 1978. Incorporated in Florida in 1984. APC holds the Certificate of Registration with the Florida Dept. of Agriculture and is the go-to aquatic plant management company of the Southeastern United States for people who want the job done right the first time.

Aqua Plant Control was founded by Jimbeau Wilmoth with a simple philosophy: take a personal, hands-on approach to every client's needs. That philosophy hasn't changed in five decades — celebrating 50 years on April 9, 2026.

From one-pond residential properties to major federal projects, no job is too big or too small to receive APC's personal attention. We've managed more than $35 million in treatments for governmental agencies and private clients throughout Florida, Georgia, and South Carolina.

Today, APC services hundreds of lakes in and around the Gainesville area and throughout the Southeast, helping homeowner associations, municipalities, golf resorts, and private landowners keep their water bodies healthy, productive, and beautiful.

Our Track Record

Restored and managed the Withlacoochee River and Lake Rousseau for 5 years for the U.S. Army Corps of Engineers out of Jacksonville, FL.

Managed water bodies at four world-class golf resorts throughout the Southeast for more than 30 years.

Restored more than half a million acres of freshwater ecosystems — including Orange Lake, Rainbow River, Nassau River, and Lake Lochloosa — water bodies so heavily covered in plants they were no longer functioning. APC removed the plants and brought each system back to a productive, fully functioning water body.

Aerated thousands of acres of lakes and ponds. Installed and repaired hundreds of fountains.

Consulted and created lake management operations and facilities for both private and government sectors. Designed and constructed spray systems for aquatic applications.

Assisted dozens of Homeowner Associations in managing aquatic weed and algae infestations — improving aesthetics, preventing health hazards, enhancing irrigation, improving drainage, increasing fish populations, and increasing property values.

Applicator of the Year — awarded in 1981 for excellence in aquatic plant management.
Worked on Lake Rousseau, Rainbow River, Orange Lake, Lake Lochloosa, Nassau River, and Lake Istokpoga — some of Florida’s most important water bodies.

The Man Behind the Mission

Jimbeau Wilmoth, Founder & President

With over 50 years of experience, Jimbeau Wilmoth is one of the leading aquatic applicators working in aquatic weed control in the Southeastern United States. He was awarded Applicator of the Year in 1981 for his outstanding work in aquatic plant management.

Born in Coco Solo, Panama Canal Zone, he moved to the United States in 1971 and attended South Florida Junior College and Valencia Community College on baseball scholarships, studying Business Administration. He has continued his education through numerous Continuing Education Units in Aquatic Sciences at seminars hosted by the University of Florida's Institute of Food and Agricultural Sciences (IFAS), the Florida Department of Environmental Protection, and the Florida Aquatic Plant Management Society.

Before founding APC, Jimbeau served as Director of Field Operations for the State of Florida's St. Johns River Water Management District in northeast Florida — managing all freshwater systems within the District's 19-county jurisdiction. He was then recruited by Governor Bob Graham, the Department of Natural Resources, and the St. Johns Water Management District to restore major weed infestations of Florida's largest lakes — returning systems to healthy, productive water bodies without causing adverse effects to fisheries or desirable fauna and vegetation.

Today, APC is undergoing a generational handoff. Jimbeau’s son, Austin Wilmoth, is taking over field operations as part of a company revamp under new management — bringing the next generation into the family business while preserving the standards Jimbeau has built over five decades.

Where We've Made an Impact

Kiawah Island Golf Resort

Home of the Ryder Cup tournament. Resurrected a multitude of highly infested water bodies and conducted maintenance operations for many years before transitioning operations to in-house. Hired the final two years as a consultant — responsible for hiring employees, designing operation work plans, equipment and treatment methodology, product and formula selections, and treatment protocols. Assisted staff and upper management with daily operations and set up protocols for newly identified plants and algae.

Jekyll Island, Georgia

Managed aquatic plant and algae infestations within all water bodies and drainage easements on State property for over 26 years — keeping systems in desirable condition throughout every growing season. Aeration systems and fountains installed.

University of Florida

Maintained all stormwater drainage water bodies on campus, restored Lake Alice from serious infestation levels, and continued management of those systems for five years.

Seabrook Island, SC

Lake and pond management since 1981.

U.S. Army Corps of Engineers

Restored the Withlacoochee River and Lake Rousseau from severe non-useable infestation levels back to desirable levels and maintained the waterway for 5 years post-restoration. APC received letters of accommodation for excellent performance and set new records in every lake management category tracked by the USCE.

Isle of Palms, SC

Resurrected all water bodies from 100% infestation levels of algae and submerged vegetation back to desirable levels — enhancing water quality, aesthetics, and fisheries quality. Aeration systems and fountains were installed for aesthetics and to reduce harmful gas emissions causing repugnant odors around homes and golf courses, while improving water quality for all living organisms within the systems.
